Vic march for women calls for funding lift

Written By Unknown on Sabtu, 19 Oktober 2013 | 22.24

A SECOND rally on the Melbourne street where murder victim Jill Meagher was last seen alive has heard passionate calls to boost funding for women's shelters and support services.

More than 1000 people gathered outside Brunswick Town Hall on Sydney Road, close to where Ms Meagher was last seen walking before being raped and murdered in a nearby laneway.

It's the second Reclaim the Night rally to be held in the street since the high-profile September 2012 murder case drew widespread attention to violence against women.

Co-organiser Sarah Brocklesby told the crowd that funding for community services for women needed to be lifted with so many being victimised.

"It is important that we start to change the current culture of victim blaming and shaming of women who experience harassment and violence," she said.

The Saturday night event in Brunswick is part of the long-running Reclaim the Night movement that began in the 1970s.

An earlier anniversary peace march for Ms Meagher and other victims was held on September 29 and drew thousands.

Downer elected SA Liberal party president

Former foreign minister Alexander Downer has been elected president of the Liberal Party in SA. Source: AAP

FORMER foreign minister Alexander Downer has been elected unopposed as the president of the South Australian Liberal Party.

Mr Downer replaces Grant Chapman who has held the position for the past three years.

His appointment was confirmed at the party's annual meeting in Adelaide on Saturday.

Mr Downer said the challenge for the party was to ensure the election of a Liberal government in South Australia in March next year.

"In the last few months this party has shown rather surprising, but very welcome, unity," He said.

"If we can maintain this sense of unity, focus on a single goal and a determination to achieve that goal then we'll have a great victory."

Mr Downer said the election would not be easy and the party had to ensure it retained its marginal seats and picked up marginal seats from the Labor government.

At the last election in 2010 the Liberals won the popular vote but failed to win a number of key seats it needed to form government.

"So it's not about the number of votes, it's about the number of seats," Mr Downer said.

Prime Minister Tony Abbott congratulated Mr Downer on his appointment, describing the former minister as one of the great performers in former prime minister John Howard's government.

"I know he is absolutely the man to lead and guide the party as you approach the vital (state) election in March of next year," Mr Abbott told the annual meeting.

Man charged over Sydney box cutter attack

A man has been charged with stabbing another man with a box cutter in a car park in Sydney. Source: AAP

A MAN has been charged with stabbing another man with a box cutter in a car park in Sydney's southwest.

Police say the two men aged 28 and 30 met in the car park in Lakemba last Monday, apparently to discuss an argument they'd had the previous day.

The younger man was allegedly stabbed multiple times in his head and body but managed to drive himself home and was taken to hospital where he got stitches.

The 30-year-old was arrested and charged on Friday.

He is due to appear at Parramatta Bail Court on Saturday.

Opera House gets price tag for birthday

The economic, cultural and digital value of the Sydney Opera House works out at $4.6 billion. Source: AAP

IT'S a priceless national icon, but a new report has put a figure on what the Sydney Opera House means to Australia.

The tourist magnet is worth $4.6 billion - or about $200 per citizen - to the Australian public, according to Deloitte.

Ticket sales, iconic status, digital presence and the unique design were all quantified to come up with the value.

"We all know in our bones how important it is,", Sydney Opera House chief executive Louise Herron said.

"(But) here is the number - this is what we're worth, don't take us for granted."

By putting a price tag on the venue, management can make a stronger case for government funding for upkeep, she said.

"We have this 40-year-old thing which is magnificent, but absolutely needs to be renovated," she said.

Commissioned ahead of the building's 40th anniversary, the report also found the Opera House injects roughly $775 million into the national economy annually.

Jorn Utzon's famed creation rates higher than the national identity on a marketing index of brand esteem, the report says.

"It's slightly counterintuitive that Australia would have as it's symbol a work of art, but we do," Ms Herron said.

Looking ahead, the Opera House is hoping to grow its online presence and digital audience with blogs, live-streaming and social media.

But for now the focus is on birthday festivities, including an anniversary concert on October 20 attended by Danish royals Mary and Frederik.

Jailed Greenpeace activist clings to hope

A BRITISH environmental campaigner facing 15 years in a Russian jail for alleged piracy says she is "trying very, very hard not to lose hope".

Greenpeace activist Alexandra Harris has been denied bail following a month in prison for her part in a protest against oil company Gazprom's platform in the Arctic's Pechora Sea.

She is one of the 30 people detained when armed Russian officials boarded their vessel, the Arctic Sunrise, last month.

Those arrested include citizens of Australia, Brazil, Canada, Denmark, The Netherlands, Finland, France, Sweden, Poland, Turkey and Ukraine and the US.

In a handwritten letter to her parents, the 27-year-old said: "I'm worried about what's going to happen.

"I have moments of feeling panicky but then I try to tell myself there's nothing I can do from in here and what will be will be so it's pointless worrying.

"But it's hard. Surely my future isn't rotting in a prison in Murmansk?! Well, I really hope it isn't."

Appearing in court for her bail hearing on Friday, Harris protested her innocence and said she was proud of Greenpeace's "non-violent, peaceful efforts" to stop oil drilling in the Arctic.

"The only thing that happened was a peaceful protest and I believe the footage and Greenpeace's long history can demonstrate this," she said.

"I'd also like to say that the protest was not directed at Russia - it was solely about Arctic oil and the threat it poses to the climate and the Arctic environment."

Greenpeace says it will not be "daunted" by the piracy charges the environmental campaigners are facing, as supporters held a candlelight vigil in London to mark their 30th day in prison.

The "Arctic 30" and their boat were taken from waters near the port of Murmansk on September 19 after two of them tried to board the rig.

US releasing $US1.6bn in Pakistan aid

THE US has quietly decided to release more than $US1.6 billion ($A1.66 billion) in military and economic aid to Pakistan that was suspended when relations between the two countries disintegrated over the covert raid that killed Osama bin Laden and deadly US airstrikes against Pakistani soldiers.

Officials and congressional aides say ties have improved enough to allow the money to flow again.

American and NATO supply routes to Afghanistan are open. Controversial US drone strikes are down. The US and Pakistan recently announced the restart of their "strategic dialogue" after a long pause. Pakistan's new prime minister, Nawaz Sharif, is travelling to Washington for talks this coming week with President Barack Obama.

But in a summer dominated by foreign policy debates over the coup in Egypt and chemical weapons attacks in Syria, the US hasn't promoted its revamped aid relationship with Pakistan. Neither has Pakistan.

The silence reflects the lingering mutual suspicions between the two.

The Pakistanis do not like being seen as dependent on their heavy-handed partners. The Americans are uncomfortable highlighting the billions provided to a government that is plagued by corruption and perceived as often duplicitous in fighting terrorism.

Congress has cleared most of the money, which should start moving early next year, officials and congressional aides say.

Over three weeks in July and August, the State Department and the US Agency for International Development informed Congress that it planned to restart a wide range of assistance, mostly dedicated to helping Pakistan fight terrorism.

The US sees that effort sees as essential as it withdraws troops from neighbouring Afghanistan next year and tries to leave a stable government behind.

Other funds focus on a range of items, including help for Pakistani law enforcement and a multibillion-dollar dam in disputed territory.

Activist Malala meets Queen at reception

Written By Unknown on Jumat, 18 Oktober 2013 | 22.25

SCHOOLGIRL Malala Yousafzai, who survived an assassination attempt by the Taliban, spoke to the Queen about the importance of education when they met at Buckingham Palace.

The 16-year-old was shot in the head in Pakistan last October after campaigning for the right of girls to go to school without fear, in a part of the country where Islamic fundamentalists were trying to impose a strict form of Sharia law.

Malala was one of the guests at a reception for commonwealth, youth and education hosted by the Queen and the Duke of Edinburgh on Friday.

She was reduced to laughter by a comment from the Duke, who quipped that in the UK, people want children to go to school to get them out of the house. Malala covered her face while in a fit of giggles at his joke.

The teenager, accompanied by her father Ziauddin, gave the Queen a copy of her book, I Am Malala, during their meeting in the palace's White Drawing Room, telling her: "It is a great honour for me to be here, and I wanted to present you with this book."

Accepting the gift, the Queen replied: "That's very kind of you."

Malala told the Queen she was passionate about every child having a right to an education, everywhere around the world.

She added: "Especially in this country as well.

"I have heard about many children that can't go to school, and I want to continue our work."

Ziauddin Yousafzai also spoke to the Queen and Duke about their past visits to his home country.

Malala was flown from Pakistan to the UK for emergency treatment after the attack. Surgeons who treated her said she came within inches of death when the bullet grazed her brain in the attack on a school bus.

She was treated at Queen Elizabeth Hospital in Birmingham and has now settled in the city with her family. Since the attack, she has addressed the United Nations and been nominated for the Nobel Peace Prize.

Princess Beatrice and the Duke and Duchess of Gloucester were also present at the reception, attended by 350 guests from academic institutions around the world.

It included a performance from the Commonwealth Youth Orchestra and choir.

Cat carries marijuana into Moldova jail

A CAT has been busted for smuggling pot into a prison in Moldova.

Guards became suspicious about the feline, which routinely entered and left the prison through a hole in a fence, when they noticed its odd collar.

On closer inspection, they found two packets of marijuana attached to it.

The Department of Penitentiary Institutions said on Friday that someone in the village of Pruncul was using the cat as a courier to supply inmates with dope at the local prison.

Whoever the human was, this wasn't a first regarding cat couriers at lockups.

In June, guards caught a cat carrying cellphones and chargers taped to its belly to inmates in Penal Colony No 1 near the city of Syktyvkar in northern Russia.

Dr Martens set for sale

CLASSIC British boot brand Dr Martens is poised to be sold to private equity firm Permira for about STG300 million ($A506 million).

The Griggs family, which owns the majority of the business, is in advanced talks about a deal that could be announced by the end of this month, sources confirmed.

It would means the boots, footwear of choice for generations of skinheads, punks and students, joining the Permira stable of brands, which also includes Hugo Boss and New Look.

Dr Martens has enjoyed a revival in fortunes in recent years as a new generation of stars such as Miley Cyrus, Emma Watson and Agyness Deyn took up the "bovver boots" whose popularity - once espoused by the likes of The Who's Pete Townshend - had been on the wane.

The deal comes amid reports that the Griggs family is looking to exit the business after more than 50 years running the brand that last year made STG15.3 million pre-tax profits on revenues of STG110 million, following an abortive sale attempt last year.

Permira is thought likely to try to expand Dr Martens' online and store presence into new international markets.

The Northamptonshire-based Griggs family have been making shoes since 1901 and started producing the new boots in 1960 after the development of a revolutionary new air-cushioned sole by the Germans Klaus Martens and Herbert Funck.

Any deal will have to involve a separate royalty fee paid to the family of the inventors, according the Daily Telegraph.

The brand was a hit with a series of fashion subcultures from the skinheads and punks to the Brit Pop fans of the 1990s, but has also suffered due to changing tastes.

Production was moved to Asia but the original Northamptonshire factory was reopened in 2007 to produce vintage styles.

A Permira spokeswoman declined to comment on reports of a deal. The Griggs family could not be reached for a response.

Duchess hits volleyball court in heels

THE Duchess of Cambridge has been praised for her prowess on the volleyball court - as well as her trim waistline.

Kate ran around in five-inch high heels making passes and hitting balls over the net as she visited London's former Olympic Park on Friday to see how the Olympians and Paralympians are being helped by one of her charities.

The extra inches of the black cork wedges may have given the duchess a height advantage but she made the most of it as she leapt to reach balls.

Kate's impromptu workout came as toured the copper box arena to learn about athlete workshops run by SportsAid.

As the Duchess jumped up to push the ball over the net, her striped top flew up to reveal a perfectly flat stomach.

Her son, Prince George, was born just over three months ago but she has already been able to shed the weight that most mothers put on during pregnancy.

Tim Lawler, chief executive of SportsAid, said: "I'm no volleyball expert but I thought she did great. She showed good skills and hand-eye co-ordination."

He added, joking, that his patron, who was attending her first public SportsAid event, realised she would have to change her footwear for the next visit: "She said 'I must remember to bring my trainers next time - this is great fun'."

Temperatures to rise across NSW on weekend

AFTER bringing several large fires in NSW under control, firefighters face a tough weekend with temperatures across the state predicted to rise.

The fires in NSW have left one man dead and authorities warn that hundreds of homes have been lost.

More than 1500 firefighters were on the ground across the state on Friday as more than 90 fires scorched through 91,000 hectares and destroyed at least 80 homes.

The Rural Fire Service listed six fires as watch and act on Friday night, with no emergency warnings in place.

Crews worked to build and strengthen containment lines on Friday evening, ahead of the predicted warm and dry weather on the weekend.

On Friday the mercury sat in the low 20s in most of the state and while it's predicted to climb by a few degrees on Saturday, parts of the state will be in the low 30s on Sunday, a Bureau of Meteorology spokesman told AAP.

"On Saturday the fire danger is becoming slightly higher," the BoM spokesman said.

Fortunately the 102km/h winds that fanned flames on Thursday won't be back, with the strongest breeze expected to blow at 30km/h on the NSW south coast.

Conditions on Sunday are expected to worsen, becoming drier with temperatures in the low 30s but the winds aren't predicted to pick up.

Meteorologists believe no rain will fall over the weekend but showers could develop along the Victorian border on Monday.

From Wednesday light showers are predicted for the central and southern coasts.

Cloud is expected to form early next week, which would drop temperatures and increase the chance of rain, the BoM spokesman said.

"Cloud is good, always good," he said.

"It's favourable for firefighting."

Nestle posts 4 per cent rise in sales

Nestle has posted a modest four per cent increase in sales for the first nine months of 2013. Source: AAP

SWISS food and drink giant Nestle has posted a modest four per cent increase in sales of dozens of its household name brand products for the first nine months of 2013.

The Vevey, Switzerland-based company, whose business reflects the global economy, said on Thursday it had sales of 68.4 billion Swiss francs ($A78.22 billion) through September, up from a restated 65.7 billion Swiss francs during the same period in 2012.

The world's biggest food and drink company had previously reported its nine-month sales in 2012 as 67.6 billion Swiss francs through September, up from 60.9 billion during the same period in 2011.

"Our real internal growth has regained momentum and is broad-based across categories, price points and geographies. Most notably, Europe continues to grow and Asia and Africa have picked up speed," Nestle Chief Executive Paul Bulcke said.

The news sent shares in Nestle up by more than two per cent to 63.30 francs in Thursday morning trading.

But the maker of Nescafe, Jenny Craig and Haagen-Dazs, which last year at this time reported that its sales growth had slowed to 11 per cent in the first nine months of 2012, acknowledged some headwinds in a statement issued before the opening of the Zurich exchange.

"Today's challenging environment is the right time for us to further reinforce the fundamentals of our business: those which drive growth like innovation, distribution and consumer engagement, and those which drive operational performance like strengthening our portfolio, improving our resource allocation and increasing our structural efficiency," Bulcke said.

"We expect our continued growth momentum to enable us to deliver around five per cent organic growth for the full year," he added, "together with an improvement in margins and underlying earnings per share in constant currencies."

Earlier this year, Nestle had cautioned that it might not be able to meet its usual target of between five to six per cent annual organic growth, a measure that removes the costs from recent acquisitions and fluctuations in currency.

In its biggest market, North America, Nestle said sales continued to grow particularly for frozen meals, pizza and snacks, despite the tough economic environment. It said cereals, Kit Kat bars, Nescafe and pet care were doing well in Latin America, despite the economic slowdown from inflationary pressures.

Europe's weak consumer demand and deflationary pressures were affecting sales, and poor summer weather resulted in a short season for ice cream, Nestle said, though Britain, Austria, Germany and Switzerland were holding up better than other areas.

There was a continuing general economic slowdown across emerging markets in Africa, Oceania and the Middle East, where local conflicts and civil disturbances disrupted several markets though Central and West Africa, and Indonesia saw strong sales growth, Nestle said.

China's sales also continued to grow, the company said, but in a somewhat slower trading environment.

Several fires raging around Newcastle

Fires raging around Newcastle have forced the closure and evacuation of the airport. Source: AAP

SEVERAL out-of-control fires are raging north, south and west of Newcastle, forcing the closure and evacuation of the airport with authorities advising people in some threatened areas to leave.

There are also reports a fast-moving intense fire near Ruttleys Road at Doyalson, near Wyong, has ignited a fuel store and caused an explosion.

A 2000-hectare bushfire at Muswellbrook that's out of control was at 8.50pm (AEDT) threatening properties.

Residents have been advised to leave the area.

"Firefighters are undertaking property protection under difficult, dangerous and erratic weather conditions," the RFS says on its website.

"Residents are advised to leave now unless your property is properly prepared."

Publican Brett Jaeger said there was a "pensive" mood among the 60 people sheltering at the Caves Beach Hotel, south of Newcastle.

Several people there aren't sure whether their homes have been destroyed by fire and they can't leave to check as local roads are closed, he said.

"They're very concerned at this stage because it's a big area here with a big bushland area," he told the ABC.

"Everybody's just waiting and watching at this stage."

Emergency warnings are in place for an out-of-control 2819-hectare scrub fire at Heatherbrae and a 945-hectare scrub fire at Doyalson.

A "watch and act" alert, one level short of an emergency warning, is also in place for a one-hectare scrub fire at Glendale that is burning out of control.

A five-hectare bushfire on the Pacific Highway at Heatherbrae is being brought under control, but a "watch and act" alert has been issued by the RFS.

There has been unconfirmed property losses in the area and Rural Fire Service Commissioner Shane Fitzsimmons has warned the public the damage would be significant.

The Transport Management Centre has advised people to delay all non-essential travel through the Hunter and Lake Macquarie region with several main roads closed.

The Pacific Highway has been closed between Swansea and Wyee Road, Doyalson and the Newcastle Link Road has been closed between Lake Road and Minmi Road in Cameron Park and Wallsend.

NSW braced for loss of homes, if not life

HUNDREDS of homes are feared destroyed and the NSW premier believes it will be a miracle if no lives are lost in the most grave bushfire crisis to hit the state in a decade.

While the extent of the devastation was unclear on Thursday night, one of the worst-hit areas was Springwood, in the Blue Mountains, where up to 30 homes were known to be lost.

But when the ashes settle, the number of destroyed or damaged properties across the state is expected to be much worse.

Elsewhere, thousands of firefighters were struggling against around 100 blazes across the state - on the Central Coast and further north, the Southern Highlands and the south coast.

It was too soon to estimate how many properties had been lost, but Rural Fire Service Commissioner Shane Fitzsimmons predicted: "we'll be counting properties in the dozens, if not the hundreds."

Premier Barry O'Farrell and Mr Fitzsimmons told reporters the public should brace for widespread destruction.

"It will take some days until we see the end of these fires," Mr O'Farrell warned.

"I suspect that if we get through that without the loss of life we should thank God for miracles."

Mr Fitzsimmons said firefighters faced the worst of conditions.

"This is as bad as it gets," he said.

Schools at the Blue Mountains were also drawn into the drama and scores of Blue Mountains residents sought refuge at evacuation centres on Thursday night, including the Springwood Sports Club and Springwood Country Club.

While St Columba's students were kept in their school, St Thomas Aquinas School was evacuated.

About 600 kids from several schools were bussed to the Springwood Sports Club on Thursday evening.

Many have since left with parents but a lot won't be able to return to their homes, the ABC reports.

A 2000-hectare bushfire at Muswellbrook that's out of control was at 8.50pm (AEDT) threatening properties.

Residents have been advised to leave the area after the "watch and act" alert was upgraded to an "emergency warning."

"Firefighters are undertaking property protection under difficult, dangerous and erratic weather conditions," the RFS says on its website.

A fire at North Doyalson has been downgraded from an "emergency warning" alert level to a "watch and act."

RFS Deputy Commissioner Rob Rogers said it was one of the worst days he'd seen.

"It's probably the most serious fire risk we've faced since the early 2000s," he said.

For most of the day there were six fires at "emergency warning" level, meaning homes were at risk and residents were being asked to consider fleeing.

Before 6pm, a cool change brought temperatures down from the mid-30s to the mid-teens.

But it also created new chaos, swinging fire fronts around and pushing blazes into new areas.

There were unconfirmed reports of properties being lost at North Doyalson, on the Central Coast; at Lithgow; at Yanderra and Balmoral, in the Southern Highlands; and in Port Stephens, where a fire has forced the closure of Newcastle Airport.

At least two firefighters were injured, with one man sent to Sydney's Concord Hospital with burns to his face.

The fires created traffic chaos around Sydney, with a 20km queue on the Hume Highway for city-bound traffic.

All northbound lanes on the highway were reopened about 9.45pm (AEST), the Transport Management Centre said.

Only one southbound lane is opened between Wilton and Mittagong and the TMC is warning drivers to expect significant delays.

The Insurance Council of Australia (ICA) has formally declared a "catastrophe" for affected areas.

ICA CEO Rob Whelan said the group expects to have a better idea of the damage by the weekend, but added that insurers were ready to take claims.

Appeal for UK Savile cop to come forward

A FORMER UK police officer who anonymously told journalists that he caught Jimmy Savile trying to seduce an underage girl in 1965 has been urged to come forward and speak to investigators.

The ex-Leeds Pc spoke to the Daily Mirror and the BBC under the pseudonym Paul Leonard, claiming that Savile was found parked in a lay-by with a young girl in his Rolls Royce.

He told the newspaper that the disgraced DJ said he was waiting for midnight when the girl turned 16, and threatened: "If you want to keep your job I suggest you get on your bike and f-off."

Today West Yorkshire Police appealed for the man to speak to them about the incident.

The force released a statement that said: "West Yorkshire Police are appealing for a man who spoke to the media yesterday in relation to the Jimmy Savile case to get in touch.

Previous appeals have been made for witnesses with information about Savile to come forward, but the force said they do not believe that he has made contact before.

The statement went on: "To our knowledge, Mr Leonard was not one of those who made contact. Given that Paul Leonard used a pseudonym, a false name, in his media interviews his identity or the content of what he says is very difficult to verify.

"We are however keen to speak to 'Mr Leonard' in order that this can be investigated thoroughly."

The former officer told the Daily Mirror that he had been warned off pursuing the incident by a more senior officer.

He claimed that a sergeant had said: "Shut up, son, he's got friends in high places. If you know what's good for you, you'll leave it there."

The officer told the newspaper: "There wasn't a copper in Leeds who didn't know Savile was a pervert. But he was so well-connected. He was like a superstar."

Drug offers hope for pancreas cancer

A BREAST cancer drug can double two-year survival rates of patients with pancreatic cancer, trial results have shown.

Nab-paclitaxel, marketed as Abraxane, also increased the proportion of patients still alive after one year by 59 per cent.

It is already approved for women with spreading breast cancer who have run out of other options.

Pancreatic cancer is one of the deadliest cancers, killing 80 per cent of patients within a year.

The disease claimed the life of Hollywood star Patrick Swayze.

Data from the MPACT (Metastatic Pancreatic Adenocarcinoma Clinical Trial) study showed significant improvements when patients were treated with Abraxane in combination with standard chemotherapy.

Average survival increased from 6.7 months to 8.5 months. One year survival rates rose from 22 per cent to 35 per cent and at two years they doubled from 4 per cent to 9 per cent.

The results are published in the New England Journal of Medicine.

"Today's news represents a major step-forward in the treatment of advanced pancreatic cancer," said consultant oncologist Dr Harpreet Wasan, from Hammersmith Hospital in London, who runs a pancreatic cancer research program.

"The prognosis for these patients is exceptionally poor and, unlike many other cancers, current treatment options are limited. Based on this data, nab-paclitaxel offers patients a major new advance."

Ali Stunt, founder and chief executive of the charity Pancreatic Cancer Action, said: "Pancreatic cancer is lagging behind other cancers in terms of treatments that extend survival, but nab-paclitaxel has the potential to offer hope to patients with this deadly disease."

Abraxane's manufacturer Celgene has applied to the European Medicines Agency (EMA) for a licence to use the drug to treat advanced pancreatic cancer.

Cost and number of cyber attacks drops

Written By Unknown on Selasa, 15 Oktober 2013 | 22.24

THE average cost of a cyber attack in Australia has dropped by $100 over the past 12 months.

The average victim now loses $200, down from an average of $300 just 12 months ago, according to the annual cyber crime report from security firm Norton.

The report shows the number of victims has also dropped from an estimated 5.4 million in 2011-2012 to five million in the past year.

The combined cost to Australians has dropped from $1.65 billion to $1.06 billion, the report estimates.

Sean Kopelke, Norton's head of technology for the Pacific region, says the drop in crime could be the result of better security awareness.

"(Australians) are getting a little bit more sensible around understanding the security risks," Kopelke said - especially with emails and social networking.

Meanwhile, cyber attacks are "focusing more on select individuals".

He said attackers were trying to secure lower cash sums - in the tens rather than hundreds of dollars - in order to "slip under the radar".

"(Criminals) aim for this 20 or 30 dollar figure instead of several hundred dollars because people will be more prone to pay it," he said.

So-called "ransomware" attacks, where criminals lock computers down and demand a payment to unlock them, are increasingly common, he said.

Fraud and identity theft are also common.

Australia compared well with the rest of the world, where the average cost per victim remained at more than $300.

The global cost was estimated to stand at $US113 billion ($A119.36 billion), up slightly from $US110 billion in the last report.

Kopelke said the number of victims in developed countries was down across the board, but this was more than offset by an increase in victims from developing countries.

The report surveys 500 people in each of 24 countries each year, but overall estimates include data from Norton's global intelligence network.

Tan ban passes Vic parliament

VICTORIA will be a paler but healthier state after parliament passed a law to ban commercial tanning beds.

Almost 400 tanning beds operating in 118 solariums across the state will be shut down when the ban comes into effect in 2015.

Health Minister David Davis said banning solariums will contribute to reducing the incidence of melanoma, the most deadly form of skin cancer.

"Of all cancers, skin cancer represents one of the most significant cost burdens on our health system and adversely affects the health of many Victorians," Mr Davis said.

The ban, which was called for by more than 200 submissions to the Victorian government, brings the state into line with NSW, South Australia and Tasmania.

Most Australian states moved to increase regulation of the industry following the well-publicised plight of Melbourne woman Clare Oliver who died of melanoma in 2007 at age 26.

A NEW British police television appeal about the 2007 disappearance of British girl Madeleine McCann in Portugal has triggered an unprecedented public response, the BBC says.

UK detectives who have spent two years raking over the case published new electronic images of men they want to trace, plus a reworked timeline of events leading up to Madeleine's disappearance.

Police said the appeal, broadcast on Monday on BBC TV's Crimewatch, triggered more than 300 calls and 170 emails from the public.

They are keen to find one man seen carrying a young child in the Algarve resort of Praia da Luz on the night of May 3, 2007, around the time Kate McCann discovered her eldest daughter was missing from their holiday apartment.

London's Metropolitan Police said the man was of "vital importance" in their quest to discover what happened to Madeleine, who vanished just a few days before her fourth birthday.

"It's been a truly unprecedented response," Crimewatch editor Joe Mather told BBC radio.

"There were lots of calls from British people who were in Praia da Luz around the time of Madeleine's disappearance who'd never previously spoken to the Met.

"Several callers mentioned the same name" for the man seen carrying a child, he said.

"It is a long shot but it's remarkable how often results are possible even several years down the line.

"The ability to rule people out of an investigation or out of a timeline can be almost as significant as being able to name potential suspects.

"There were genuinely useful calls."

Detective Chief Inspector Andy Redwood, the senior investigating officer in the case, said his team had had a "revelation moment" that put the spotlight on other possibilities.

Their probe focused on the time between 8.30pm, when the McCanns left their three children in their apartment to dine with friends at a nearby tapas restaurant, to when Kate McCann discovered Madeleine was missing at 10pm.

They established that a man seen carrying a child near their apartment at 9.15pm by a friend of the McCanns, was almost certainly an innocent British holidaymaker collecting his own daughter from a nearby creche.

That put the spotlight on other events leading up to 10pm.

The new e-fits of the man whom police are especially keen to trace were drawn up based on descriptions from different witnesses. They said the blonde-haired child did not seem in distress.

The witnesses described the man as white, between 20 and 40 years old, with short brown hair, of medium build and height and clean-shaven. One image shows him with a fuller jaw than the other.

Police said they were working on the theory that the abduction could have been planned and were also interested in tracing "one or two" fair-haired men who had been seen "lurking" around the apartment complex before Madeleine's disappearance. Witnesses said the men were speaking German or Dutch.

They also speculated that the youngster may have disturbed a burglary, pointing to a sharp increase in local break-ins in the months leading up to the incident.

The appeal will also be broadcast in Ireland, Germany and The Netherlands - though there are no plans to show it in Portugal.

Redwood was to visit The Netherlands on Tuesday and Germany on Wednesday.

German public broadcaster ZDF's Aktenzeichen XY program will on Wednesday show the images of the key man police want to trace.

The force announced it was offering a new reward of up to STG20,000 ($A33,881) for information leading to the prosecution of McCann's abductor.

Portuguese authorities closed their investigation in 2008, but the Met Police spent two years reviewing the case at the British government's request and opened their own probe in July this year.

The operation has interviewed more than 440 people and identified 41 "persons of interest".

During Crimewatch, the McCanns, who launched a global media campaign to find their daughter, said they were still optimistic she could be traced.

"We're feeling hopeful," said father Gerry McCann.

"These cases can get solved", he said, citing instances where long-lost people have been found.

Kirby moved by story from Korean woman

FORMER High Court Judge Michael Kirby admits he's a bit of a tough nut from more than three decades on the bench.

But he says he was especially moved by the story of an elderly Korean woman, one of many who testified to the United Nations Human Rights Council inquiry into human rights abuses in North Korea.

Justice Kirby, who heads a three-member team investigating systematic, widespread and grave violations in the reclusive Asian nation, will address the UN general assembly on findings later this month.

He says he had heard many upsetting stories.

"I am a pretty hard nut because I was a judge for 34 years in Australia," he told ABC television.

"A lot of the stories one hears... are very distressing and you have to just distance yourself from it so that you don't allow emotion to contaminate your assessments and judgment."

Justice Kirby said the elderly woman related how she last saw her husband in 1951 during the Korean War as troops moved back and forth.

Believing it was safe, he emerged from a hiding place, just as North Korean troops returned. She hasn't seen him since.

"She said losing a partner was like losing your arm. I feel a need, she said, to embrace him. I just want to know is he still alive," he said.

"This is 1951. This was this elderly woman just talking of such love for her husband in such simple human terms. I found it a very moving thing. One thinks of one's own life in those circumstances and the terrible burden of not knowing what has happened to your partner."

In the inquiry, Justice Kirby and his team have heard testimony in South Korea, Japan, Thailand and the US, but not North Korea, which has refused to allow them in.

He said his job was to conduct an inquiry that was independent, fair and faithful to the truth, backed by the testimony of a large number of witnesses.

"It's then a matter for the politicians in the general assembly and the other organs of the UN to decide what should be done," he said.

Coca-Cola's profit up on increased sales

COCA-COLA says its profit have risen in the third-quarter as the world's biggest beverage maker managed to sell more of its drinks despite choppy economic conditions.

The maker of Sprite, Powerade and Vitaminwater said global sales volume edged up two per cent, fuelled by its performance in emerging markets such as China, India and Russia.

Although the Atlanta-based company is struggling to sell more of its namesake soda back at home, it has continued to boost sales by introducing smaller cans and bottles that better fit with people's lifestyles, as well as focusing more heavily on other drinks, such as flavoured water.

In North America, for instance, soda volume was flat for the period, following a four per cent decline in the previous quarter and flat growth a year ago. But uncarbonated drinks such as tea, juice and bottled water, rose five per cent. As a result, overall volume for the region rose two per cent.

Meanwhile, soda sales are faring much better in developing markets; the company said its namesake brand saw volume growth of 22 per cent in India. In China, soda volume rose eight per cent.

The company blamed volatile economic conditions for more disappointing results in other parts of the world. In Europe, volume fell one per cent. Coca-Cola also cited hurricanes for a two per cent volume in Mexico.

For the quarter, the company said it earned $US2.45 billion ($A2.59 billion), or 54 cents per share, up from $US2.31 billion, or 50 cents per share, a year ago.

Not including one-time items, earnings per share were 53 cents, which was in line with Wall Street expectations.

Shares of Coca-Cola Co rose 1.6 per cent at $US38.51.

Iran to send another monkey into space

Written By Unknown on Minggu, 13 Oktober 2013 | 22.24

IRAN is reportedly planning to send another monkey into space.

Conservative daily Jomhuri Eslami quoted on Sunday the deputy head of Iran's space agency, Hamid Fazeli, as saying the planned launch, within a month, is part of the country's plans to send a human to space in 2018.

Earlier this year, Iran claimed it launched a monkey out of the earth's atmosphere and successfully had it return.

Fazeli was quoted in the article as saying animals with a similar weight as monkeys are under consideration as future space test subjects.

In September, Iran suggested it may start launching Persian cats into space.

Attacks across Iraq kill at least 31

A STRING of bombings in mostly Shi'ite-majority cities across Iraq has killed at least 31 people and wounded dozens.

There was no immediate claim of responsibility but car bombs are frequently used by al-Qaeda's Iraq branch.

The Sunni militant group and other Sunni extremists often target Shi'ite civilians in an effort to undermine the country's Shi'ite-led government.

The deadliest Sunday's attacks, which targeted mainly commercial areas and bus stations, was in the southern city of Hillah, 95 kilometres south of Baghdad.

Back-to-back car bombings hit an outdoor market, killing eight people and wounding 22, a police officer said.

Two parked car bombs ripped through a commercial area of Suwayrah, 40 kilometres south of Baghdad, killing five people and wounding 14.

Two other car bombs that exploded simultaneously in Kut, 160 kilometres southeast of Baghdad, killed four and wounded 16.

In nearby Samawah, four other people were killed and 13 wounded when two car bombs exploded.

Two other car bombs killed three and wounded 13 in Diwaniyah, 130 kilometres south of the capital.

In northern Samarra, two people were killed and 15 were wounded when a bomb targeted a gathering of mourners for some of the 17 people who were killed in a car bombing there on Saturday.

Five other people were killed and 34 were wounded in other attacks in the southern city of Basra and the central towns of Mahmoudiyah and Madain.

More than 5000 people have been killed in Iraq since attacks began accelerating in April following a deadly crackdown against a Sunni protest camp in the northern town of Hawija.

More than 258 people have been so far killed in October.

Strong winds expected amid NSW bushfires

Properties have reportedly been damaged as an out of control bushfire continues to blaze in NSW. Source: AAP

FIREFIGHTERS are bracing for a night of strong winds and thunderstorms, as a number of homes in NSW were destroyed by bushfires.

The NSW Rural Fire Service has downgraded bushfires in Port Stephens in the state's Hunter region to 'watch and act' levels, but warns a southerly change could spread the blaze.

"It can prove to be quite problematic because there's going to be extremely strong wind gusts that come with it," a spokesman told AAP on Sunday.

"When we get a shift from the wind and it turns south which we're seeing tonight, the sides of the fires can then turn into the fronts of the fires."

Five properties have reportedly been damaged or destroyed between Salt Ash and Tanilba Bay in Port Stephens.

"We don't have solid confirmation of that yet," the NSW RFS spokesman said.

"But obviously there's been footage on the news tonight which clearly shows there have been properties destroyed."

The fires across the state come as the Bureau of Meteorology issued a severe thunderstorm warning for the mid-north coast, the Hunter region and other parts of NSW.

The bureau is urging people in those areas to move their cars away from trees and stay indoors.

Conditions are easing on the Tangory Mountain fire ground, 15km east of Singleton but authorities warn the southerly change could make the situation worse.

Once the southerly change passes tonight, firefighters expect conditions to ease considerably. They'll use the calmer conditions in the next two days to contain the remaining fires.

More than 100 firefighters are also working on controlling a large bushfire in the Webbs Creek area, near Wisemans Ferry, in the Hawkesbury region.

Meanwhile, 43 cars were destroyed near Sydney Olympic Park in Sydney's west when a grass fire spread into a carpark near an aquatic centre, Fire and Rescue NSW Superintendent Ian Krimmer told AAP.

Around 1500 people were evacuated and three people were treated for smoke inhalation.

Authorities have declared the area safe but will continue to monitor it overnight.

Vic boy killed attempting to cross tracks

A teenage boy has been killed by a train in Victoria as he attempted to cross the tracks. Source: AAP

A VICTORIAN teenager killed as he attempted to cross railway tracks may have misjudged the speed of the oncoming train, police say.

The 13-year-old boy was at Riddells Creek train station, about 50km north of Melbourne, when he was hit by an express train bound for Bendigo about 2pm (AEDT) on Sunday.

Inspector Neil Cheney said it appeared the boy was attempting to change platforms.

"When they're coming at you it's hard to judge the speed and I suspect that may have been a factor," Insp Cheney told Nine News.

"It's just a terrible event all round."

The boy died at the scene.

Flying doctors offer chance to buy the sky

THE Royal Flying Doctor Service is giving donors a chance to claim a patch of the Australian sky.

Demand for the flying doctor service has grown by more than a quarter in the past seven years as the mining boom sent more people into remote areas.

The famous flying doctors are now launching their biggest ever fundraiser on Monday in a bid to secure their long-term future.

A $50 donation gives people a chance to put their name on a piece of sky on the Royal Flying Doctor Service flight paths.

They can then choose to get weekly updates of the lifesaving doctors' activity in their patch.

While supported by the commonwealth and state governments, the service - which ensures no patient is more than two hours from medical help - relies heavily on the community.

"Buy the Sky" donations will be used to purchase and equip aircraft, and to finance major capital initiatives.

Vatican beatifies 522 killed in Spain

THE Vatican has beatified 522 people - mostly priests and nuns - killed in the turmoil that led to Spain's civil war.

The beatification, the last step the Roman Catholic church takes before sainthood, was conducted on Sunday by Cardinal Angelo Amato in an outdoor ceremony attended by thousands in Spain's northeastern Tarragona region.

Among the congregation were almost 4000 relatives of those being beatified.

In the 1930s, Spain was engulfed in instability that saw the head of state, King Alfonso XIII, abandon the country and anti-clerical mobs attack clergy and burn churches.

The mayhem culminated in a 1936-1939 war, won by forces allied to Nazi Germany and fascist Italy and led by General Francisco Franco.
